Dr. Zafar Iqbal (August 2024 to date)
Dr. Zafar Iqbal was appointed as Ambassador of Pakistan to Kuwait in Dec 2023. He assumed responsibilities in August 2024. Earlier he served as Ambassador of Pakistan to Romania (concurrently accredited to Moldova from July, 2020 to August, 2024)Born 1971, in Bahawalnagar (a city in southeastern part of Punjab Province), he is a graduate of King Edward Medical University, Lahore and Punjab University Lahore.After joining the Foreign Service of Pakistan in 1999, Dr. Zafar had assignments of desk work as Assistant Director (in the Human Resource & Career Planning, the South Asia & SAARC, and the Middle East Divisions at the Ministry of Foreign Affairs, Islamabad) before proceeding to Tunisia where he served, from December 2002-April 2006 (first as Third Secretary/Deputy Head of Mission and later as Second Secretary/Deputy Head of Mission) at the Embassy of Pakistan, Tunis.For the next two years, Dr. Zafar served at the Ministry of Foreign Affairs, Islamabad - as Deputy Director (Policy Planning), and Director (Policy Planning) and then as Director (Europe).In August 2008, he proceeded to Germany where he served as First Secretary at the Embassy of Pakistan, Berlin till August 2011. His next assignment was at Kyiv where he was Counsellor/Deputy Head of Mission from 2011-2016 (during this period, he also was the Charge d’ Affaires a.i. from January-June 2013, and later from July-December 2015).Over the next four years (August 2016-July 2020) he served at the Ministry of Foreign Affairs Islamabad as Director (SAARC), Director General (Americas) and then as Director General (Human Resource and Career Planning).
Dr. Zafar is an alumnus of Civil Services Academy, Lahore (Pakistan), Foreign Service Academy, Islamabad (Pakistan), Al-Imam University, Riyadh (Saudi Arabia), Foreign Service Academy, Berlin (Germany), National School of Public Policy, Lahore (Pakistan), and Clingendael Academy, The Hague (The Netherlands).Over the years Dr. Zafar has delivered lectures on the subjects of regional, global and human resource management issues as well as Pakistan foreign policy at the diplomatic academies (of Pakistan, Germany and Ukraine) and various universities in Berlin, Muenster, Kyiv, Bucharest and Islamabad.
Dr. Zafar speaks English and Arabic and has basic knowledge of French, German, Russian and Romanian.

PAKISTAN ORIGIN CARD:
The filled in POC form in block letters should be accompanied by the following:-
- 2 photographs (passport size).
- Renunciation letter required (In case of dual status country)/Affidavit (In case of single status country)
- Copy of Foreign passport.
- Marriage Certificate Attested by Pak Mission (In Case of married applicant)
- If married to Pakistani national, copy of passport and CNIC/NICOP of Pakistani Spouse.
- At least 1 proof of Pakistani origin:
- Copy ofPakistani/foreign passport
- Copy ofCNIC/NICOP/NIC
- Proof of/propertyowned in Pakistan
- Copy of CNIC/NICOP of blood relative

NADRA SERVICES:
MACHINE READABLE PASSPORTS (MRPs):
- Machine Readable Passports (MRPs) are issued in conformity with International Civil Aviation Organization (ICAO) Ever since the installation of Machine Readable Passport (MRP) facility at Embassy of Pakistan in Kuwait, issuance of manual passports has been phased out. Machine Readable Passport (MRP) are currently being issued from Embassy of Pakistan in Kuwait.
- MRP office operates on the principal of live data capturing so applicants’ presence (with required documents) is compulsory to process the application.
- Applicants DO NOT need any application forms or photographs for MRP applications as it is done by MRP staff during application process.
- Applicants’ data entry, photo, signature and thumb impression capturing are done by trained MRP staff using latest technology.

Application Procedure:
Applications for MRPs are accepted during Sunday-Thursday at 0800-1200 hours except on public holidays. Upon reaching the embassy the applicants should obtain their queue token from the reception and deposit fee at Counter No 1 in consular hall. Applicant should present all required documents to the official at the counter. the applicants after depositing fee are requested to proceed to the MRP Section for finger prints, photographs and data entry as per their turns.
Delivery:
Delivery period for ordinary passports is about 4 weeks, while urgent passports are delivered in minimum 3 Weeks. Applicants are advised to collect their new passports from the embassy in person by presenting computer generated token/receipt and previous original passport. The new passports can be collected during Sunday-Thursday from 1300-1600 hours except on public holidays.
Issuance of Passport in lieu of Lost Passport:
In case of loss of passport following additional requirements are mandatory:-

New passports in place of lost passports are issued only if the previous passport(s) has been verified by the concerned issuing office.
Applicants are advised to have their passports in safe custody so as to avoid loss/damage of this important travel document.
If the passport is lost for the third time, further renewal is subject to its approval from authorities concerned in Islamabad.
Important Notes:
-
In case the applicants are below 18 years of age, they should be accompanied by their father/mother/legal guardian, along with the latter’s original passport and its one copy. The father/mother/legal guardian will be required to sign at a form which will be provided at the time of application.

Applicants’ thumbs and index fingers of both right and left hands should be without any indelible coloring e.g. ink or henna (menhdi) for proper finger prints.

No endorsement in MRP is possible.

Names of children cannot be included in parent’s passport.

For applicants serving in the Government of Pakistan service, no objection letter from their parent department and authorization from Directorate General of Immigration and Passports are also mandatory.

DOCUMENTS ATTESTATION:
- Embassy of Pakistan, Kuwait attests and legalises a variety of documents. Requirements for Attestation and Legalisation of documents vary depending upon nationality of the executant and origin of the document. Please read the following information carefully before visiting the embassy for attestation / legalisation of your documents.
- Prerequisite for documents originating from Pakistan:
- All documents originating from Pakistan first need to be attested by the Ministry of Foreign Affairs, Islamabad or one of its Camp Offices prior to Attestation / Legalisation from the Embassy of Pakistan, Kuwait.
ATTESTATION EMERGENCY TRAVEL DOCUMENT:
- Emergency Travel Document (ETD) is issued to the Pakistani nationals for travelling back to Pakistan only in extreme emergency cases when their Pakistani Passportis not available OR they are not eligible for issuance of a new passport / renewal of passport.
- The applicant has to submit the proof of genuine emergency for issuance of ETD.
- Requirements for ETD:
- Proof of emergency (for example serious illness or death of immediate family member)
- Duly filled and signed application form
- Four recent identical passport size photographs with white background
- Original Expired Pakistani Passport with its photocopy
- In case Pakistani passport is lost, copy of Lost Passport with Police Report confirming loss of passport.
- Air ticket booking preferably with Pakistan International Airlines (PIA)
- Valid NADRA Cardand its photocopy
- In case applicant is under 18 years old, both parents need to accompany the applicant along with their original identity documents and detailed birth certificate of the minor applicant

- Emergency Travel Document application process:
- No appointment is required for ETD application. You can visit the Embassy on any working day during Consular Services opening hours. You might like to check How to reach usand list of holidays sections before planning your journey.
- On your arrival contact the Consular Services (basement in Building).
- Go to the counter on your turn, serving official will examine your documents and once satisfied will issue you a Challan receipt for payment of required fee.
- Pay the fee at counter and go back to the first counter to submit your documents with the fee payment receipt
- The serving official will receive your documents and will issue you a final receipt and will also inform you about collection date and time.
EMERGENCY SERVICES:
Embassy of Pakistan, Kuwait has the arrangement for issuing visa and Emergency Travel Document to Pakistani citizens if they need these during the weekends in case of extreme urgency. RENUNCIATION OF NATIONALITY
Applicant needs to provide following documents for Renunciation of Pakistani Nationality application processing:
- Form X & Particulars (One Pager), typed in (not hand-written). Application Form
- Application addressed to the Embassy of Pakistan stating reasons for Renunciation of Pakistani Citizenship.
- Copies (along with original) of Naturalization Certificate/Foreign Passport.
- Original (along with copies) of Pakistani Passports (particulars/photo/MRP page and applicant's CNIC/NICOP (both sides), all on one page (01 copy).
- Seven (7) Photographs 11⁄2size with sky blue background.
- Copies along with Original of NICOP/Birth Certificate/Pakistan Passport and Foreign Passport of minor children of the male applicant only, residing abroad, where applicable (01 copy).
- Copies of Nikah Nama/divorce papers, of female applicants, provided passport/NICOP is not modified with husband/father’s name respectively (01 copy).
- In case the applicant is not in possession of Pakistani Passport he/she may make a declaration on oath duly attested by the Embassy mentioning therein the name/number, date and place of issue thereof.
- Application must be submitted in person.
- Any other relevant/supporting document that the applicant wish to add along with the above.
GENERAL QUESTIONS:
- What is the procedure of repatriation back to Pakistan in case passport is lost or expired and person is detained by Kuwaiti authorities?
The Mission issues outpass in lieu of passport and formalities are completed through assigned personnel of Community Welfare Wing.
- What is the procedure for sending dead bodies from Kuwait to Pakistan?
The Community Welfare Wing prepares the required documentation and any heir can visit Embassy to collect the documents. The dedicated personnel at CWA Wing also visits the mortuary for repatriation of dead body.
- What legal assistance is available to Pakistani Prisoners in Kuwat?
The Community Welfare Attache regularly visits Central Jail, Amomi Jail and Deportation Cell every month and meets the Jail authorities and prisoners. The CWA Wing also provides the required legal assistance through Embassy Lawyer.
- How can OPF card be acquired and what are benefits?
OPF Card can be acquired through online OPF portal i.e. www.opforg.pk or through physical attendance in Community Welfare Wing. If visa is not protected it carries fee of Rs. 2,000/-. In case visa is protected no fee is charged. The detail of benefits attached with OPF portal Cards is available on www.opforg.pk
- Is new passport issuance facility available at Embassy?
Yes, new passport issuance and renewal facility is available at Embassy both through online portalhttps://onlinemrp.dgip.gov.pk and through physical attendance at Embassy.
- Is facility of issuance of new CNIC available at Embassy?
Yes, new CNIC can be made either through online portalhttps://id.nadra.gov.pk/e-id/or through physical attendance at Embassy.
- What is the procedure for attestation of documents?
Any doucment prepared at pakistan needs to be attested by Minitry of Foreign Affairs, Islamabad and is then couner attested by this Mission. Any document prepared in Kuwait is attested by Mission, the requirements are copy of passport, valid residence, Civil I.D and presence of witnesses.
- What is the Fees of documents attestation?
